However, the excellent situation did not continue into this year. Industry experts believe that the delay in the implementation of relevant support policies has fundamentally constrained the development of the school bus market in China.
â–  The growth of school bus sales is weak
The China Road Society Bus Branch has been engaged in the statistical analysis of the sales data of passenger cars in China for many years. According to the summary of sales data of more than 50 passenger car companies in China, last year, the sales of school buses in China exceeded 27,000.
On this basis, the Deputy Secretary-General of the China Road Society Bus Division, Min Zhenqing, optimistically predicted that at the end of this year, China's school bus sales are expected to reach 38,000 units, an increase of 40% over the previous year. However, the production and sales data for the first quarter of this year made him feel that the situation is very serious.
According to statistics from the Bus Branch of the China Highway Society, in the first quarter of this year, the sales of school buses above 5 meters in China have not only not increased, but have dropped by 10% compared with the same period of last year. The reporter also learned that in the first four months of this year, the sales of school buses of most mainstream large and medium-sized bus companies in China were only more than 200. Although the Yutong school bus sales exceeded 1,700, which was several times that of most competitors, it fell by more than 30% year-on-year.
At the same time, the school bus sales structure in China has also undergone significant changes. According to the statistics of the Bus Branch of the China Highway Society, last year, the sales of school buses in China were mainly concentrated on models with lengths of 7 to 8 meters, 6 to 7 meters, and 8 to 9 meters, and school buses of 6 to 9 meters were sold for nearly 20,000 a year. Vehicles accounted for 73% of the total sales of school buses. The sales volume of 5-6 meters school buses and 3.5-5 meters school buses were 2,531 and 1,425, respectively, accounting for only 9% and 5% of the total school bus sales.
Since entering this year, cars under 5 meters have become the main force of the school bus market. According to Yan Zhenqing, from January to May this year, the sales of school buses in China increased by 10.74% year-on-year, but the sales of school buses above 5 meters increased by only 2.76% year-on-year. "The sales of school buses from 3.5 meters to 5 meters increased the most, school bus sales from 5 meters to 6 meters were also increasing, and the sales of school buses of other lengths were declining," he told reporters.
Among the more than 50 bus companies in the China Road Society Bus Division, from January to May this year, the largest increase in school bus sales was the Kook Group. The overwhelming majority of the more than 1400 school buses sold by this company are 3.5- to 5-meter models.
According to the national standard “Special Technical Conditions for School Bus Safety” (GB24407-2012), if the length of the bus is greater than 5 meters and less than or equal to 6 meters, it belongs to the light special school bus; if the length of the bus is greater than 6 meters and less than or equal to 12 meters, it belongs to the large and medium-sized private school bus. . Obviously, the school bus of 3.5 meters to 5 meters is not listed in the standard special school bus.
"According to the current situation, the expectation of 38,000 vehicles is very difficult to achieve. At the end of the first half of this year, we may adjust our expectations for the school bus market this year," Zhen Zhenqing told reporters.

Talking about the reasons for the lack of growth in the school bus market, Zhen Zhenqing pointed out that government support policies are not in place. "The implementation of financial subsidies for school buses , tax deductions and exemptions are stipulated in the Regulations for the Administration of School Bus Safety. However, the "Regulations" have been promulgated and implemented for more than a year, and specific subsidies and reductions have not been seen so far. In addition, large and medium-sized school buses The shortage of drivers is also a policy that restricts the development of the school bus market, he believes.
The Regulations for the Administration of School Bus Safety stipulates that "the financial funds required to support school bus services shall be shared by the central government and local governments. The specific measures shall be formulated by the financial department of the State Council. Tax incentives for school bus services shall be provided in accordance with the taxation regulations stipulated by laws and administrative regulations. Authorities are established.” The reporter has queried the Ministry of Finance’s website for more than a year’s release of the policy and has not seen specific school bus financial subsidies.
Not only that, when the reporter searched for the subsidy and reduction policy of the local government on the school bus , he also discovered that in March this year, Guizhou Province explicitly requested that school buses be used with caution in all primary and secondary schools. All private kindergartens should not allow school buses to transport children to and from school. In response, the Department of Education of Guizhou Province gave two explanations: First, Guizhou has a deep valley and poor road conditions. Second, most local private kindergarten school buses are ordinary passenger cars that do not meet national school bus standards. The consequences of the accident are serious.
