The "Opinions" pointed out that all localities in Anhui should closely focus on the "three major actions" of grain production and the "multiplying peasants' income" plan, quickly standardize and effectively implement the agricultural machinery purchase subsidy policy, further mobilize the enthusiasm of farmers for purchase, and promote the adjustment of agricultural machinery and equipment in the province. And optimization. Focus on guiding the mechanization of the grain production process, especially the mechanized development of the key sectors of the major crops, and taking into consideration the animal husbandry, fisheries, facilities agriculture, forestry and fruit industry, and mechanization of primary processing of agricultural products.

The "Opinions" stipulate that from the 1st of January 2012 to the end of 2012 before the end of the purchase subsidy, the agricultural machinery within the range of subsidy purchase subsidies that meet the requirements can apply for subsidies. In order to prevent reselling purchase subsidy indicators and effectively solve the problem of “surrounding bids” for many people, those who need to apply for purchase subsidies in 2012 must first purchase before submitting a subsidy application, and only in accordance with the purchase subsidy policies and procedures to obtain agricultural machinery purchase subsidy indicators. Notices are subject to subsidies.

The Opinion also limits the number of purchases by farmers. The maximum number of subsidies for a farmer household can enjoy three sets per year, and the maximum number of subsidy implements per year for agricultural production and operation organizations engaged in agricultural operations is five sets.

This year, the central government has earmarked the first batch of agricultural machinery purchase subsidy funds of 630 million yuan in Anhui Province, which has been issued to all cities, counties (cities, and districts), and covers all agricultural counties (cities, districts) in the province, including the provincial farms. The type of subsidy equipment involves 11 categories, 34 sub-categories and 101 items.
