At the beginning of the new century, the Central Government included the development and opening up of the Tianjin Binhai New Area as an overall national development strategy, clarified the functional orientation of the construction of high-level modern manufacturing and R&D transformation bases in the Binhai New Area, and Tianjin became a petrochemical industrial base supported and developed by the country. In 2009, Tianjin began to implement the “Two Cities and Two Ports” strategy. The development and construction of Nangang Industrial Zone in Tianjin is a major initiative. The Nangang Industrial Zone in Tianjin has a planned area of ​​200 square kilometers, with the development of the petrochemical, metallurgy and equipment manufacturing industries as the leading factor, and the construction of a comprehensive and integrated modern industrial port area focused on undertaking major industrial projects. After nearly three years of development, the Tianjin Nangang Industrial Zone has achieved remarkable results in development and construction and has become a favored stage for Chinese and foreign investment companies.

In the past 10 years, a number of major projects represented by Sinopec's 10 million-ton oil refining and one-million-ton ethylene projects have started construction. The Tianjin petrochemical industry has ushered in a golden opportunity for development. Tianjin's primary refining capacity has been expanded from 5.5 million tons/year to 15.5 million tons/year, and ethylene production capacity has been expanded from 200,000 tons/year to 1.2 million tons/year. After the project was put into operation, Tianjin Petrochemical became the largest ethylene producer in the country and the largest refining and processing base in North China.

Up to now, Tianjin million-ton ethylene plant has reached full-load operation. It can provide society with 5.87 million tons of high-quality refined oil, 3.2 million tons of ethylene and other basic chemical raw materials, and 1.5 million tons of high-end synthetic resin and chemical fiber, liquefied petroleum gas, etc. The product is 750,000 tons. The quality of gasoline and diesel produced is up to Euro IV emission standards. Judging from the current situation, this major project can increase sales revenue by 60 billion yuan each year, driving investment in downstream industries and supporting projects by about 100 billion yuan, and driving Tianjin's total industrial output value to grow by about 4 percentage points.

According to a person from the Tianjin Municipal Economic and Information Commission, Tianjin’s large ethylene project has reached a world-class scale. Among them, 1 million tons/year of ethylene cracking is the largest single unit in China, and 450,000 tons/year of polypropylene is the largest single unit in the world. Refining and ethylene technologies have reached the advanced level in the international petrochemical industry. In addition, the localization rates of refinery and ethylene equipment of Tianjin Petrochemical reached 91.5% and 78%, respectively, and the highest rate of production of the same type of equipment in China. As a major project for the domesticization of China's major ethylene technology equipment, many key equipment such as cracking gas compressors and cold boxes for the Tianjin ethylene project have been independently designed, developed and manufactured by China, filling the gap in the nationalization of major equipment.

The launch of the Tianjin large-scale oil refinery and ethylene project led to the formation of a petrochemical enterprise group in the Bohai Bay and the formation of an interactive pattern with the petrochemical bases in East China and South China, which strongly promoted the development of China's petrochemical industry. In 2011, the total output value of Tianjin's petrochemical industry exceeded 500 billion yuan, and 20 petrochemical companies with an annual output value exceeding 10 billion yuan were established. Crude oil production exceeded 35 million tons, crude oil reserves reached 20 million tons, refining capacity reached 22 million tons, and ethylene production capacity was 1.2 million tons. Seven of the top ten synthetic resins have reached world-class scale, such as 1.5 million tons of polyvinyl chloride, 700,000 tons of polyethylene, 500,000 tons of polypropylene, 400,000 tons of ABS resin, 400,000 tons of polyester, 20 polystyrene Tens of thousands of tons, POM 70,000 tons, as well as styrene, butyl octyl alcohol, vinyl chloride, propylene oxide, maleic anhydride, carbon black, SBS resin and styrene butadiene rubber and other products have reached a world-class scale. As of now, Tianjin has initially formed a complete industrial system from crude oil extraction to oil refining, ethylene, synthetic resins, new chemical materials, and fine chemicals.
