The technical level of China's heavy chemical industry needs to be further improved

Last year, China's energy-saving emission reduction targets did not come true. In the special press conference for the Fifth Session of the 11th National People's Congress held on the afternoon of March 5, Zhang Ping, director of the National Development and Reform Commission, said that there are many reasons for the completion of the energy saving and emission reduction targets, but the most fundamental reason is that the development mode has not been realized. transformation, growth is still relatively extensive, structural adjustment lag, particularly the proportion of heavy chemical industry is still relatively large, the level of technology to be further improved.

Zhang Ping said that energy-saving emission reduction involves six indicators, of which sulfur dioxide emissions, chemical oxygen demand emissions fell by 2.2% and 2% respectively over the previous year, exceeding the planned target tasks; ammonia nitrogen emissions decreased by 1.52%, completed the planned target tasks.

Of the three indicators that were not completed, one was energy consumption per unit of GDP. The target of energy consumption per unit of GDP set at the beginning of last year was a decrease of about 3.5%, but it actually only decreased by 2.01%. The second is carbon dioxide emissions per unit of GDP. Carbon dioxide emissions are closely related to the structure of energy consumption. Last year, the southern region suffered from droughts, reduced hydropower, and a large increase in thermal power. As a result, this indicator was not completed. The third is nitrogen oxide emissions. The target set for this indicator last year was a decrease of about 1.5%. The actual result did not fall, but increased by 5.73%.

Zhang Ping said that the annual energy-saving emission reduction targets for the beginning of the “12th Five-Year Plan” have not been completed, which means that the task and situation of energy-saving emission reduction in the next few years will be more severe. To this end, this year China has increased its investment in advancing economic restructuring. It plans to allocate 7.5 billion yuan in the central budget to support independent innovation and the development of strategic emerging industries; it plans to allocate 16 billion yuan to support the revitalization of key industries and technological transformation. The plan for the previous year increased by 1 billion yuan.
