OC2016 Marine Oil and Gas Conference - Looking at the Global Marine Economy

In March this year, the State Oceanic Administration held a press conference in Beijing to release the "2015 China Marine Economic Statistics Bulletin" (hereinafter referred to as the "Gazette"). According to the "Gazette", the national marine production value in 2015 was 6.4669 trillion yuan, an increase of 7% over the previous year, and the total value of marine production accounted for 9.6% of GDP. The pace of structural adjustment of the marine industry has accelerated, and the marine economy has maintained a steady growth overall under the new normal.

It is worth mentioning that the hull and some "parts" of the two FPSOs that were first built for the Brazilian National Petroleum Corporation this year were dragged back to Brazil from Brazil. The total voyage of 12,300 nautical miles also set a new record for the FPSO towing mileage contracted by CNOOC.

It is reported that the construction contract of the two FPSOs was originally awarded to the Integra consortium, which consisted of two Brazilian contractors OSX and MendesJunior. However, as OSX enters bankruptcy protection procedures and other reasons, contract execution is difficult. The Integra consortium then transferred the order to COOEC to ensure that the project continued to advance. According to the International Ship Network, this is the first time that COOEC has built and delivered offshore equipment for Petronas, and it is also the first time that it has built a FPSO as a general contractor for an overseas customer, which is of great strategic significance for the company's floating market.

As the international towing unit of Brazil's FPSOP67/P70 project, CNOOC Engineering Maintenance Company successfully completed the first international towage general contracting project in the true sense of the world, from the import and export customs clearance of P67 hull to the inbound and outbound maritime coordination; from the international ocean The towing plan was formulated to report on towing calculations; from the departure of the Ecovix shipyard to the final safe berthing of Qingdao Offshore Wharf, the world successfully proved the ability of the offshore oil project to undertake the international FPSO ocean towing.

This voyage uses the towing method of unmanned FPSO, which is towed by two ocean-going tugboats, “Dezhou” and “Dehong”. Across the Atlantic Ocean, passing through the Cape of Africa, crossing the Indian Ocean, entering the Pacific Ocean from the Strait of Indonesia, passing through the South China Sea, the East China Sea, and the Yellow Sea, paying close attention to weather changes throughout the journey, and successfully completing this long-distance towage on the premise of ensuring safety. When the Cape of Good Hope encountered a 6-meter wave, the total voyage of 12,300 nautical miles also set a new record for the FPSO towing mileage contracted by CNOOC.

In addition, on January 16th, Brazil local time, the heavy-lifting ship FAIRPLAYER was loaded with the Brazilian FPSO project P67 ship M08/M09B/M10 module and the ship's bulk material was successfully sailed by Brazil MACEIO to Qingdao, China. The transportation voyage was over 10,000 nautical miles. The FAIRPLAYER heavy lift ship arrived at Qingdao Dock on February 22 this year.
